অনেক সময় ব্যাংক ঋণের বিপরীতে যে সম্পত্তি বন্ধক রাখতে হয়, তার অপ্রতুলতার কারণে ব্যাংক ঋণ উপযুক্ত সময়ে ও যথার্থ পরিমাণে পাওয়া যায় না। ফলে ব্যবসায়ীদের অর্থসংকট সমস্যা মােকাবিলা করার জন্য খুবই পরিকল্পিতভাবে অর্থের সংস্থান করতে হয় এবং সঠিক বিনিয়ােগ সিদ্ধান্তের মাধ্যমে অর্থের লাভজনক ব্যবহার প্রয়ােজন হয়।
৩) স্বল্প শিক্ষিত উদ্যোক্তা:
বাংলাদেশের বেশির ভাগ ক্ষুদ্র প্রতিষ্ঠানের উদ্যাক্তারা স্বল্পশিক্ষিত। ফলে তারা একটি দীর্ঘমেয়াদি পরিকল্পনার মাধ্যমে অর্থায়ন কার্যক্রম পরিচালনা করতে পারে না। এতে করে অনেক লাভজনক প্রতিষ্ঠান উপযুক্ত আর্থিক পরিকল্পনার অভাবে আর্থিক সংকটে সুষ্ঠভাবে চল তে পারে না এবং অবশেষে নাভের বদনে ক্ষতির সম্মুখীন হয়।
৪) উৎপাদনমুখী বিনিয়ােগ ও জাতীয় আয়:
একটি সফল বিনিয়ােগ জাতীয় আয় বৃদ্ধিতে প্রত্যক্ষ ভূমিকা রাখে। অর্থায়ন বিষয়ক জ্ঞানের প্রয়ােগে একজন ব্যবসায়ী বিনিয়ােগের বিভিন্ন প্রকল্পগুলাের মধ্যে ভবিষ্যৎ আয়-ব্যয়ের সম্ভাব্যতা বিশ্লেষণ করে সবচেয়ে লাভজনক প্রকল্পটি বেছে নিতে পারেন। এই ধরনের লাভজনক বিনিয়ােগ কারবারটির জন্য ফেমন অর্থবহ তেমনি সারা দেশের অর্থনৈতিক উন্নয়নের জন্যও বিশেষ গুরুত্বপূর্ণ। পরিশেষে বলা যায় যে, উপরােক্ত বিষয়গুলাে কারবারি অর্থাযনে গুরুত্বপূর্ণ ভূমিকা পালন করে।

গ) যেসব উৎস থেকে তহবিল সংগ্রহ করা হয়েছে, তাদের প্রাপ্য প্রদান করা আরেকটি সিদ্ধান্ত।

ইতিহাস আমাদের অতীত সম্পর্ক জ্ঞানুদান করে। ইতিহাসের আলােকে আমরা বর্তমানকে বিচার করতে পারি। ইতিহাস পাঠ জাতীয় চেতনা উন্মেষের ক্ষেত্রে গুরুত্বপূর্ণ। একটি জাতির ঐতিহ্য ও অতীতের গৌরবান্বিত ইতিহাস ঐ জাতিকে বর্তমানের মর্যাদাপূর্ণ কর্মতৎপরতায় উদ্দীপিত করতে পারে। জাতীয় পরিচয়, ইতিহাস ও ঐতিহ্যের ওপর ভিত্তি করে জাতীয়তাবােধ গড়ে ওঠে যা দেশ ও সমাজের উন্নতি তথা দেশপ্রেমের জন্য একান্ত অপরিহার্য।
ইতিহাসের ধারণাঃ
ইংরেজী History শব্দের বাংলা প্রতিশব্দ হিসেবে এসেছে ইতিহাস শব্দটি। আর ইংরেজী History শব্দটি এসেছে গ্রিক ও ল্যাটিন Historia শব্দ থেকে। যার অর্থ হচ্ছে সত্যানুসন্ধান বা গবেষণা। ইতিহাসের জনক হিসেবে খ্যাত গ্রিসের হেরােডােটাস তার গ্রিক ও পারসিকদের মধ্যে সামরিক সংঘর্ষের ঘটনা সংবলিত গ্রন্থের নামকরণ করেন Historia (যার ইংরেজী অনুবাদ করা হয়েছে Histories)। ঘটনার অনুসন্ধান অর্থেই হেরােডােটাস Historial History শব্দটি ব্যবহার করেন। বাংলা ইতিহাস শব্দটি এসেছে ‘ইতিহ’ শব্দ থেকে যার অর্থ ঐতিহ্য। আর ইতিহাস কথাটির প্রত্যয় বিভক্তিতে দাড়ায় ইতিহ + আস যার অর্থ দাড়ায় এমনটি ছিল বা এমনটিই ঘটেছিল।
ঐতিহ্যের ধারণাঃ
ঐতিহ্য বলতে অতীত কর্মকান্ডকে বুঝায় যার অন্তর্ভুক্ত থাকে শিল্প ভাষা, সংস্কৃতি, খাদ্যভ্যাস ইত্যাদি। তাদের মধ্যে অন্যতম হলাে বাংলার সাংস্কৃতিক ঐতিহ্য। তাদের মধ্যে অন্যতম হলাে মহাস্থানগড়ের পুন্ড্রবর্ধন, সােমপুর বিহার, শালবন বিহার, বিভিন্ন মন্দির বাংলার ঐতিহ্যের পরিচয় বহন করে। এসব ঐতিহ্যের মাধ্যমে প্রাচীন বাংলার সংস্কৃতির পরিচয় ফুটে ওঠে। মুসলিম শাসনামলের প্রধান ঐতিহ্যগুলাের মধ্যে অন্যতম ছিল বিভিন্
জায়গায় নির্মিত মসজিদ। লালবাগের কেল্লা বড় কাটরা, কাটরা, আহসান মঞ্জিল প্রভৃতি মধ্যযুগের ঐতিহ্য। আর্মেনীয় গির্জা, কালিয়াটি জমিদার বাড়ি, চিনিটিকগির মসজিদ এ সময়কালের অন্যতম নিদর্শন।
ইতিহাস রচনার উপাদানঃ
১. লিখিত উপাদান: পূথিবীতে মানব সভ্যতার সাথে সম্পর্কিত অতীতকালের বিভিন্ন সত্য ঘটনা ও কর্মকাণ্ডের ধারাবাহিক লিখিত বিবরণকে ইতিহাসের লিখিত উপাদান বলা হয়। দেশি-বিদেশি সাহিত্য, দলিলপত্র, দেশি-বিদেশি পর্যটকদের বিবরণ প্রভৃতি হল ইতিহাসের লিখিত উপাদান। উদাহরণস্বরূপ- সাহিত্যের রূপকথা, কিংবদন্তি ও গল্পকাহিনি; বেদ; কৌটিল্যের
অর্থশাস্ত্র; আবুল ফজলের ‘আইন-ই-আকবরী’; সরকারি নথি ও চিঠিপত্র; খ্রিস্টীয় ৫ম থেকে ৭ম শতকে বাংলায় আগত চীনা পরিব্রাজক, যেমন- ফা হিয়েন, হিউয়েন সাং ও ইৎসিং-এর লিখিত বিবরণ প্রভৃতি। এসব লিখিত বিবরণ থেকে প্রাচীনকালের সভ্যতা, সমাজ, ধর্ম, আচার-অনুষ্ঠান, অর্থনীতি, রাজনীতি প্রভৃতি সম্পর্কে অনেক তথ্য জানা যায়।
২. অলিখিত উপাদান বা প্রচ্নতাত্ত্বিক নিদর্শন: যে সব উপাদান বা বস্তু থেকে অতীত কালের বিশেষ সময়, স্থান ও ব্যক্তি সম্পর্কে ঐতিহাসিক তথ্য পাওয়া যায়, সে সব উপাদান বা বস্তুকে ইতিহাসের অলিখিত উপাদান বা প্রত্নতাত্ত্বিক নিদর্শন বলা হয়। এসব উপাদানকে আবার ইতিহাসের বস্ত্তুগত উপাদান বা প্রত্ননিদর্শনও বলা হয়। মূলত প্রত্ননিদর্শনগুলােই হল ইতিহাসের অলিখিত উপাদান। উদাহরণস্বরূপ- প্রাচীনকালের তৈজসপত্র, শিলালিপি, তাম্রলিপি, শিলালিপি, ধাতব মুদ্রা, স্থাপত্যিক নিদর্শন বা ইমারত প্রভৃতি।
এসব প্রত্ননিদর্শনের বৈজ্ঞানিক পরীক্ষা-নিরীক্ষা ও বিশ্লেষণ করে প্রাচীনকালের অধিবাসীদের সভ্যতা, ধর্ম, জীবনযাত্রা, রাজনীতি, অর্থনীতি, নগরায়ণ, নিত্যব্যবহার্য জিনিসপত্র, কুষি উপকরণ প্রভৃতি সম্পর্কে ধারণা পাওয়া যায় বিশ্বের বিভিন্ন প্রাচীন সভ্যতাসহ ভারত উপমহাদেশের সিদ্ধু সভ্যতা এবং বাংলাদেশের বগুড়া। জেলার মহাস্থানগড় (প্রাচীন পুণ্ডনগর), নওগাঁ জেলার পাহাড়পুর মহাবিহার, কুমিল্লা জেলার শালবন বিহার প্রভৃতি প্রত্ননিদর্শন ইতিহাসের অলিখিত উপাদান হিসেবে উল্লেখ করা যায়। এরূপ প্রত্ননিদর্শনের আবিষ্কারের ফলে যে কোন জাতির ইতিহাসও বদলে যেতে পারে। যেমন- সম্প্রতি বাংলাদেশের নরসিংদী জেলার উয়ারী-বটেশ্বরের প্রত্ননিদর্শনের আবিষ্কার প্রমাণিত হয়েছে যে, বাংলাদেশে প্রায় ২৫০০ বছর আগেও উন্নত নগর সভ্যতা গড়ে উঠেছিল।
ইতিহাসের গুরুত্বঃ
আঞ্চলিক বা স্থানীয় ইতিহাস বিভিন্ন দিক থেকে গুরুত্বপূর্ণ। যেমন-
(১) প্রামাণ্য ইতিহাসে সব জায়গার পরিচিতি থাকে না। গুরুত্ব বেশি না থাকলে বা বিশেষ উল্লেখযােগ্য ঘটনা না ঘটলে সেই স্থানের বিবরণ থাকে না। সেই ক্ষেত্রে স্থানীয় ইতিহাস এই অভাব পূরণ করে।
(২) জাতীয় স্তরের ইতিহাস রচনার সময়ে অনেক ক্ষেত্রে স্থানীয় ইতিহাসকে উপাদান হিসেবে ব্যবহার করা হয়।
(৩) স্থানীয় ইতিহাস, স্থানীয় ঐতিহ্য, সংস্কৃতির অতীত থেকে বর্তমান পর্যন্ত চালচিত্র তুলে ধরে।
(৪) স্থানীয় ইতিহাস সেই অঞ্লের রাজনৈতিক উৎ্থানপতনের দীর্ঘ কাহিনির পরিচয় দেয়। স্থানীয় ইতিহাসের মাধ্যমে সেই স্থানের জনগােষ্ঠীর ইতিহাস সম্পর্কে জানা যায়।
ইতিহাস পাঠের প্রয়ােজনীয়তাঃ
ইতিহাস পাঠের মাধ্যমে আমরা মানব সমাজের শুরু থেকে তার যাবতীয় কর্মকান্ড, চিন্তা-চেতনা ও জীবনযাত্রার অগ্রগতি সম্পর্কে জ্ঞান লাভ করতে পারি। কেননা ইতিহাসের প্রধান উপজীব্য বিষয় হল মানব সমাজের অগ্রগতির ধারা বর্ণনা। সভ্যতার প্রধান প্রধান স্তর, সভ্যতার সামাজিক, রাজনৈতিক, অর্থনৈতিক ও সাংস্কৃতিক বিবর্তনের কথা সম্পর্কে ইতিহাস থেকে জানা যায়। ইতিহাস আমাদের জাতির পথ স্বরুপ। অতীতের ইতিহাস আমাদের আগামীর পথ চলতে সাহায্য করে। ইতিহাস রচনা ও ইতিহাস চর্চা সম্পর্কে বিভিন্ন দৃষ্টিভঙ্গি থাকতে পারে, কিন্তু ইতিহাসের প্রয়ােজনীয়তা সম্পর্কে কোন দ্বিমত নেই। রাষ্ট্রনায়ক, রাজনীতিবিদ, বুদ্ধিজীবী, সামরিক ব্যক্তিবর্গ ও প্রশাসকসহ সমাজের সর্বস্তরের মানুষের নিকট ইতিহাস খুবই মূল্যবান বিষয়।

ক) ধনতান্ত্রিক অর্থব্যবস্থা (capitalistic Economy):
এই ব্যবস্থায় উৎপাদনের উপাদানগুলাে ব্যক্তিমালিকানাধীন এবং প্রধানত বেসরকারি উদ্যোগে সরকারি হস্তক্ষেপ ছাড়া স্বয়ংক্রিয় দামব্যবস্থার মাধ্যমে যাবতীয় অর্থনৈতিক কার্যক্রম পরিচালিত হয়। এ ধরনের অর্থব্যবস্থাকে ধনতান্ত্রিক বা পুঁজিবাদী অর্থব্যবস্থা বলে। অষ্টাদশ শতাব্দীর শেষভাগে ফরাসি বিপ্লবের মধ্য দিয়ে সমগ্র ইউরােপে ধনতান্ত্রিক অর্থনীতির সূত্রপাত ঘটে।
খ) সমাজতান্ত্রিক অর্থনীতি বা নির্দেশমূলক অর্থনীতি (Socialistic or Command Economy):
সমাজতানত্রিক অর্থনীতিতে সমাজের অধিকাংশ সম্পদ ও উৎপাদনের উপাদানের উপর রাষ্ট্রের বা সমাজের মালিকানা প্রতিষ্ঠিত থাকে। অধিকাংশ শিল্প-কারখানা ও উৎপাদন প্রতিষ্ঠানের মালিক সরকার বা সমাজ এবং সেগুলাে সরকারি বা সামাজিক নির্দেশে পরিচালিिত হয়ে থাকে। কোন কোন দ্রবয, কী পরিমাণে, কীভাবে এবং কার জন্য উৎপাদিত হবে তা সরকার বা রাষ্ট্র নির্ধারণ করে।

খ) ব্যক্তিগত উদ্যোগঃ
বাটন ও ভােগসহ অধিকাংশ অর্থনৈতিক মিশ্র অর্থনীতিতে ব্যবসা-বাণিজ্য, কার্যাবলি ব্যক্তিগত উদ্যোগে সংগঠিত ও পরিচালিত হয়।
গ) সরকারি উদ্যোগঃ
